The slightly more expanded answer: The first step of making this is to lay down the requirements, the UX, have the protocols and user interaction goals set.
We are doing a lot of research right now and writing these things down, looking at existing open source solutions and standards. We can tell you that we will use Solid for data storage (provided everything there works as we understand things) and most probably ActivityPub as federation protocol, but until we have matched up requirements and the features, we cannot tell you which language we’ll use.
